The Government is consulting on proposals for new Unitary Authorities in Hampshire and the Isle of Wight. You can comment on the different options up to 11 January 2026.
Fareham's Joint Proposal
Eleven Councils across Hampshire, including Fareham Borough Council have submitted a joint proposal to government for five new Unitary Authorities built around the anchor cities and towns of Portsmouth, Southampton, Winchester and Basingstoke. Fareham Council is proposing to create a new Council (Unitary Authority) with:
- Havant Borough Council
- Gosport Borough Council
- Portsmouth City Council
There are three other options for consideration. These include the proposal submitted by Hampshire County Council and East Hampshire District Council. This recommends three new mainland Unitary Authorities and one on the Isle of Wight.

We did
We expect a decision from the Government in early Spring 2026. In all the options submitted for consideration to the Government, Fareham, Gosport, Havant and Portsmouth form a single Unitary Authority for our areas.
