We are asking
Fareham Borough Council is committed to ensuring that our residents experience fair and equitable outcomes whenever using our services. This is particularly so for our vulnerable residents who may face barriers that would otherwise prevent this.
The Draft Vulnerability Policy and Easy Read version details how Fareham Borough Council will meet that commitment.
We invite your feedback on both documents and its contents.

Fareham Housing's Vulnerability Policy was reviewed and adopted at an Executive meeting on 7 January 2026 alongside the Easy Read version of the policy.
You can view the decision report to the Executive here, where details of your comments and responses are listed.
Respondents to the consultation raised questions around the language used within the policy and training for staff.
We recognise that much of the language in the Policy is based on legislative terms so have produced an ‘Easy Read’ guide to distil and simplify the information.Training will also, be delivered to staff in the new year to cover the Vulnerability, Domestic Abuse and Safeguarding Policies. In addition to our processes, we work with organisations that support the vulnerable, and Council officers have the ability to work in partnership to support individuals and families.
Following the public consultation and with careful consideration of the comments received, no updates are considered necessary to the Vulnerability Policy at the current time. However, this Policy will be monitored and any feedback received, as well as changes in legislation will be incorporated into the document.
