We are asking

Fareham Borough Council invited residents feedback on proposals to review and extend the existing Fareham Town Centre Public Spaces Protection Order (PSPO) for a further 3 years.

The Town Centre Public Spaces Protection Order was introduced after listening to residents, visitors and local businesses, to prevent drug taking, drinking of alcohol and aggressive begging in the Town Centre and surrounding area.

The new proposal extends the existing PSPO with no amendments and will take effect from 24 December 2025 for a period of three years. It allows Council Officers the ability to confiscate alcohol and drug paraphernalia, to disperse individuals from a defined space, and issue fixed penalty notices for those failing to comply with the conditions of the PSPO.

The consultation was open from 6 October to 10 November 2025.

We received 26 responses to the public consultation.

Many respondents noted significant improvements in tackling anti-social behaviour (ASB), drug use, and begging in the town centre over the past few months.

The feedback highlighted that we should:

  • Undertake more patrols, 
  • Consider parallel strategies for youth engagement
  • Consider increasing the PSPO map to include Fort Fareham and Cams Alders
  • Create a safe environment for families and local businesses.

Overall the feedback received was in agreement of renewing the Town Centre PSPO for a further 3 years.

We did

Consultation with residents, users of the public space, and those likely to be directly affected by the restrictions has been undertaken. There has been formal consultation with the Police and the Police and Crime Commissioner who are supportive of the review and the continuation of the PSPO for a further three years.

On 1 December 2025, the Executive agreed to extend the current Public Spaces Protection Order under section 59 of the Anti-Social Behaviour, Crime and Policing Act 2014 for a further 3 years in relation to Fareham Town Centre. 

Signs publishing the Order in the affected locality will inform the public that the PSPO exists. A review of the placement of signage and removal of any outdated signage will be undertaken by the Community Safety Team.
